[What and why:] We are evolving Copilot pricing model as AI gets more capable with longer and more complex work. Everyday AI remains covered by the Copilot user subscription license (USL), priced per user per month, including model selection and Auto, which weighs accuracy, speed, and cost on each request to route to the model and level of reasoning effort best suited to the job. Advanced AI, including new advanced frontier models, may now be available through usage-based billing (UBB) with Copilot Credits. For more information, read Evolution of the Copilot pricing model . Users may encounter UBB: When using a frontier model or advanced AI or When they hit a limit, with an option to extend their use through Copilot Credits UBB capabilities will be visible to all end users, however these capabilities are not enabled or functional within Enterprise tenants until an admin creates a spending policy in the Microsoft 365 admin center. Only then will credits to use UBB features by consumed. You can control and manage consumption billing across your organization through the admin policies, spending limits, and monitoring tools you configure. We are also releasing new FinOps for AI capabilities to help you understand and manage usage, connect cost to value, and make informed decisions: Cost management in Microsoft 365 admin center is expanding beyond Copilot Cowork and Work IQ APIs to support Copilot Code, Copilot Managed Runtime, and advanced work for SharePoint and OneDrive in Copilot. In October, support will also extend to agents built through Microsoft Copilot Studio. When configuring a spending policy in Microsoft 365 admin center, admins can assign models and effort levels by group to balance cost and business impact, including which models Auto can select in Cowork. This capability is rolling out for Cowork, with more workloads planned. The consumption dashboard in Insights is designed to help leaders get a clearer view of how Cowork helps their teams complete meaningful work—not just how often they use it. By connecting credit consumption with outcomes, organizations can identify high-value scenarios and compare results with the resources invested. End users can view their UBB spend within the Cowork experience with the ability to see credit usage, remaining credits, and credit history, with banners alerting them as they approach their limits. Administrators can now edit billing methods for existing spend policies in the Microsoft 365 admin center. [Rollout schedule:] UBB will begin to roll out in Copilot in Q4 CY2026. UBB will also be enabled as part of the Frontier public preview experience. All FinOps capabilities listed above are available in preview in September 2026. End-user visibility into Copilot Credit usage, remaining credits, and credit history is generally available in September 2026. [Impact on your organization:] Administrators can use cost management in the Microsoft 365 admin center to manage usage-based billing, assign access and spending policies, monitor Copilot Credit usage and spend, view remaining credit capacity, and set limits and alerts. Controls may vary by service. Users will see frontier models and advanced AI with UBB in Copilot as those features become available. UBB capabilities are visible in product by default. If a user has a spending policy assigned to them, they will be able to consume Copilot Credits as part of UBB. These changes introduce consumption tracking, credit usage monitoring, spend history, and cost management capabilities. Usage and billing-related data will be collected and surfaced through consumption dashboards and spend management views. Does the change alter how existing customer data is processed, stored, or accessed? New frontier models and advanced AI capabilities may process existing Microsoft 365 content when used through Copilot experiences. Does the change introduce or significantly modify AI/ML or agent capabilities that interact with customer data? These changes include new frontier models and advanced AI capabilities through usage-based billing and introduce model selection controls, Auto model selection governance, and expanded AI workload support. Does the change provide end users any new way of interacting with generative AI? Users can access frontier models, advanced AI experiences, and usage-based extensions when limits are reached. The embedded spend management experience also exposes consumption information directly within the Copilot experience. Does the change alter how admins can monitor, report on, or demonstrate compliance activities? New FinOps capabilities expand cost management, consumption monitoring, spending policies, model assignment by group, outcome measurement, and credit consumption reporting. Administrators gain additional oversight and governance controls. Does the change include an admin control and can it be controlled through Entra ID group membership? Administrators must create spending policies before Copilot Credits can be consumed, with group-based governance controls.
